Bridging SME Digital Capital and Wholesale Settlement

This publication is a design and evidence framework prepared by XIXOIO LTD in connection with its intention to apply to the UK Digital Securities Sandbox. It explains how tokenisation rules may be translated into a governed operating model and provides a common framework for pre-application engagement, Gate 1 preparation and the subsequent development of Gate 2 evidence.

A rule becomes a control, a control becomes a test, a test produces a result and the result becomes traceable evidence. Only then can an accountable decision be made to release, rework or stop an operation. The book keeps three layers separate: the public design-and-evidence publication, a separate applicant-specific Gate 1 dossier and the subsequent Gate 2 evidence programme. It does not confuse intention with permission, testing with production, or an internal decision with regulatory approval.

The publication moves from the legal perimeter and the applicant role through control architecture, testing and settlement to the DSS evidence programme. Its extensive practical appendices turn the method into specific control contracts, cases, tests and evidence requests.
